As a national-level China-Europe Railway Express Aggregation Center approved in January 2025, Hefei, with its logistics network covering 20 countries and 179 stations, a mature multimodal transport system, and stable foreign trade policies, has become the core hub for this cooperation.
Russia is a major producer in the global aluminum industry, with abundant mineral resources and leading green production technologies. Currently, the Russian aluminum industry is accelerating its upgrade towards high-purity and low-emission. RUSAL has successfully industrialized the application of inert anode technology, enabling large-scale production of A7 grade high-purity aluminum. This technology significantly reduces emissions and impurity content, enhancing the product's competitiveness in the high-end market. Additionally, the use of eco-petroleum asphalt as a substitute for traditional raw materials further increases environmental protection value. At the policy level, China's cancellation of aluminum export taxes at the end of 2024 has formed a synergy with the capacity optimization of the Russian aluminum industry. Coupled with Russia's implementation of an aluminum export-oriented strategy, this has created a favorable environment for Sino-Russian cooperation.
This negotiation meeting closely combined the industrial demands of both countries and the hub advantages of Hefei, determining three major cooperation directions:
Establish a long-term procurement mechanism for A7 grade green aluminum ingots, clarifying product standards, procurement volumes, and price linkage rules.
Optimize cross-border logistics solutions in Hefei, planning two routes: one is the direct train from Yekaterinburg to Hefei North Station, and the other is the sea-rail intermodal transport from the Port of Vostochny to Paihe Port. Relying on the "Railway Express" model of Luzhou Customs, 24-hour inspection and release can be achieved, with coverage of the Yangtze River Delta distribution within 72 hours.
Promote technological collaboration and market co-construction. China-Bang Shitong International will assist RUSAL in accessing the Yangtze River Delta and Southeast Asian markets. At the same time, the company will jointly conduct environmental protection technology exchanges with local enterprises in Hefei and leverage local policies to enhance product competitiveness.
The head of China-Bang Shitong International stated that Russia's green technology and resource advantages are highly consistent with the company's strategy, and Hefei's advantages in logistics, policy support, and market reach are key factors in the selection of the location. This negotiation meeting responds to the trend of deepening Sino-Russian economic and trade relations and will support the company in improving its global aluminum resource supply chain and deepening its presence in the Yangtze River Delta market.
